DigiD (digital identity in the Netherlands). The latest date on which you can submit this form
is the Studielink registration deadline i.e.:

-       January 15 at the latest - for limited quota programmes
-          January 31 at the latest – for programmes beginning in February
-          August 31 at the latest - for programmes beginning in September
